10. Kevin Owens
Luke Harper displayed in his 2017 babyface singles run that he can be someone the crowd can get behind, as well as a mysterious and crazy heel. This makes the potential for a feud with Kevin Owens exciting. Like Harper, Owens has shown in his recent run that he can play a face or a heel. This means that either man could play the villain whilst the other played the hero, and this could make for an exciting story.
Harper is a talented worker, but has not had a sustained run at the top of the card. Kevin Owens, on the other hand, is a former Universal Champion and has headlined several pay-per-views. Harper could benefit from working with a guy like Owens, emphasising to WWE fans that Harper is more than a midcard tag team act, but a big-time player on whatever brand he is put on.
The matches between the two workers would be great too. Both are able to move in ways that guys of their size shouldn’t, and an upper midcard feud over the United States or Intercontinental Championships in the near future could do wonders for both men.
