For a while now, NXT has been in a weird grey area between a developmental show and WWE’s third brand. While it is clear WWE treats the show as more than just a place for people to learn, they are often excluded from WWE events. In this case, the upcoming WWE Draft.
There has been speculation about whether or not NXT will participate in the Draft but now, Triple H has provided an update. He said he does not know if the Brand will be represented and that things are still being worked out.
Triple H expands on this with @SeanRossSapp and says just judging by adverts and promotion for it, he assumes NXT won't be apart of the draft, but stresses he doesn't really know.

He then followed up in response to Sean Ross Sapp of Fightful by saying he assumes NXT won’t be involved but he really doesn’t know.
NXT has not been involved in the last two WWE Drafts and had a number of their talent drafted to other brands in 2016. This was before former NXT stars began returning to the brand, however. Since 2016, stars like Finn Balor, Tyler Breeze, Fandango, and Ember Moon have returned to NXT.
This kind of brand-jumping may mean it is easier for NXT to be involved as a proper third brand but it still doesn’t look likely according to Triple H.
The WWE Draft is scheduled for the October 9 episode of SmackDown and the October 12 episode of Raw.
