It was previously believed that the Governor of Florida, Ron DeSantis, had made the decision to re-open the state. It was believed online that as a result, WWE and AEW could begin holding shows with fans (25% building capacity) in Florida starting from this Monday.
However, it has emerged that while this is part of DeSantis “phase one” plan for re-opening the state and the economy, it was not part of the Executive Order that he signed that will come into effect on May 4.

This means that WWE and AEW ARE NOT permitted to start welcoming fans back into arenas from Monday, something that was previously believed to have been the case. However, it is believed that they will be able to do so in the next two months.
This has seemingly been confirmed by Dave Meltzer on Twitter who said that while WWE and AEW cannot hold shows with fans from next week, they may be able to do so next month.

It is important to note that while fans may be allowed back into venues for the show, these episodes of TV will still look significantly different from the usual shows were have seen for a number of years. The venues reportedly will only be 25% full and social distancing rules must be followed. However, this will likely massively improve the experience for those watching at home.
