WWE is reportedly returning to Saudi Arabia this year.
Andrew Zarian of the Mat Men Podcast reported the news earlier today on Twitter. He noted that this is dependent on travel restrictions being lifted. He also said the date he has heard is October 21. However, that has not been confirmed.

WWE has been holding pay-per-views in Saudi Arabia twice a year since 2018. The first of which was the Greatest Royal Rumble event. The most recent was Super Showdown in 2020 when Goldberg infamously squashed The Fiend.
These shows have often been highly controversial, yet WWE has not stopped doing them. The shows have also been widely considered some of the worst pay-per-views WWE has put on in recent years.
