According to PWInsider, Impact Wrestling had a deal in place to bring Rey Mysterio in for their April television tapings, going as far as to set up travel arrangements. However, once Konnan (who represents Mysterio) took part in the deal’s finalization, something went awry, leading to the deal never getting finalized, and Mysterio never signing.
With Mysterio appearing at WWE’s Royal Rumble, and knowing that both sides are open to a return, it doesn’t seem likely that Mysterio will be in the cards for Impact Wrestling going forward.
