WWE has been known to fudge their attendance figures throughout history, especially at bigger events like WrestleMania. However, Brandon Thurston of Wrestlenomics has explained that when WWE announces their attendance, they are also including staff, officials, security and wrestlers.
Thurston analysed KPI documents and from that, he has been able to conclude what the WrestleMania attendance numbers have actually been from 2008-2018.

Between WrestleMania 24 and WrestleMania 29, the company would exaggerate the attendance numbers by around 10,000. However, since then, WWE says that 15,000 more people attend the event than they actually did.
In 2016 however, WWE announced that 101,763 people attended the show, a new WrestleMania record when in reality, only 80,000 people attended.
