Early on during WWE Raw, Charly Caruso promised some big news coming later on the show. In hour 3, she finally made the announcement.
Technically, she just allowed Paul Heyman to make the announcement. Paul Heyman cut a very Paul Heyman like promo.
He talked about how many are questioning if Lesnar is hurt. Rey Mysterio attacked Lesnar with a pipe several weeks ago on Raw.

Heyman said they were going to be out to prove a point. He recapped how they got to this point, but to prove to everyone that Rey Mysterio got lucky a few weeks ago, they were going to add a stipulation to the main event.
He then announced the match would be No Holds Barred. Rey Mysterio quickly accepted with his pipe in hand.

This is a pretty smart move by WWE. There’s clearly a huge size difference between the two men. While I’m sure there is a way to tell the story between Brock’s size and Rey’s speed, a no DQ stipulation gives WWE a lot of outs.
Rey can use his pipe to make the match more believable. Of course, as Paul Heyman would state, it also makes the match seem so much more dangerous for Rey.
