Cody Rhodes made headlines earlier this year, when he departed AEW following his contract expiring, returning to WWE as the mystery opponent for Seth Rollins back on night one of WrestleMania 38 in Dallas in April.
Cody was positioned as the top babyface in the company during the two months he was active prior to his torn pectoral muscle, with many believing that the company was setting him up to become the WWE Champion, especially following his promo on the Raw after WrestleMania.
With Roman Reigns now holding both world championships in the company, many expected Cody to be on course to take at least one of them from Roman, but that was actually far from confirmed.
Per Fightful Select (subscription required), numerous sources within the company noted that, at the time Rhodes sustained his injury, Vince McMahon had not solidified plans to make Rhodes the WWE or Universal Champion.
There were many in WWE that assumed it would be happening, but the report notes that there were no solidified plans for a potential title change in place. As a matter of fact, Fightful was told that Vince McMahon was ‘all on board’ for Roman Reigns’ reign as the double champion, with there being no ideas floated from Vince that would give the indication that he was ready to move on from that this summer.
