UPDATE: As further clarification, Dave Meltzer has now tweeted:
Both were pitched. Austin vs. Lesnar was the original pitch.
A new report points to a correction on who was pitched as an opponent for Stone Cold Steve Austin at WrestleMania 39.
Fightful originally reported yesterday (January 23) that they’d learned WWE had made a pitch to Steve Austin for a huge money match with Roman Reigns.
However, on today’s Wrestling Observer Radio, Dave Meltzer stated that Reigns was not the opponent offered to Austin, but actually, it was Brock Lesnar.
Meltzer said:
“It was Brock Lesnar. It’s not on. It’s been talked about probably for months, because I know when that Brock Lesnar/GUNTHER thing came up, I was told immediately, ‘That’s not happening’, or, ‘That’s not the idea right now’. Maybe it’s gonna happen now.
“But the idea was something that’s a secret. So Austin was that secret. The match is not on and it looks like it’s gonna be Lesnar with Lashley based on the show tonight.”

It’s worth pointing out that Fightful’s report of the Austin vs Reigns pitch did also state: “…another source indicated that another ‘big name’ was offered to Austin in the months prior”.
However, Meltzer was very specific in saying Austin was NOT offered a match with Reigns at all.
Lesnar returned to Raw last night and cost Bobby Lashley his United States Championship match against Austin Theory, seemingly setting up a Lesnar/Lashley rematch from Crown Jewel, likely for WrestleMania.
